- Each version of the paper is a draft. Each says on the cover it is known
- to be incomplete, incorrect, and inconsistent. A new version is published
- about every 4 months. All 700 pages of the document are subject to
- corrections and other changes. Each draft contains change bars to show
- what has changed from the previous draft, where "change" means anything
- that isn't identical.

- Substantive changes to a draft occur as the result of committee votes,
- summarized in the meeting minutes and in the documents that comprise
- the bimonthly mailings. The project editor also has the authority to
- make non-substantive changes (fixing typos, making non-normative
- examples agree with the normative rules, clarifying wording whose
- intent is not in dispute, etc).

- I give this background to explain that there isn't a comprehensive list
- of changes comparing different versions of the draft. It is an evolving
- document, and people who want to track the changes can do so effectively
- only by joining the committee and following the mailings and email
- discussions.

- But you raise a good point. It might be helpful to those outside the
- committee to be able to compare the April 1995 draft with the next
- public-comment version. I will find out if it is possible for that
- version to be published with change bars comparing the April 1995 version.
